Step 1: Get Your Certificate of Eligibility (COE)

  • Veterans: You need your DD-214 (Certificate of Release or Discharge from Active Duty). If you have lost yours, request a replacement at archives.gov.
  • Guard and Reserve: You need proof of at least 6 years of service or activation under Title 10. Your unit admin office can help.
  • Surviving spouses: Contact the VA directly for Form 26-1817.

Step 2: Understand Your Entitlement

VA entitlement is the dollar amount the VA guarantees to the lender if you default. There are two types:

  • Basic entitlement: $36,000 or 25% of the Freddie Mac conforming loan limit, whichever is greater
  • Bonus entitlement: Additional coverage for loans above the basic limit

In Kitsap County in 2026, veterans with full entitlement have no VA loan limit — you can borrow as much as a lender approves without a down payment.
