The Rule of Thumb โ€” and Why It's Not Enough

"You can afford a home 3โ€“4 times your income" is a common shorthand. At $100,000/year income, that's $300,000โ€“$400,000. At today's Kitsap prices, that buys you a solid starter home in Bremerton or Port Orchard โ€” or a condo in Silverdale.

But that rule of thumb was written in a lower-rate environment. In 2026, with rates around 6.5โ€“7.5%, the right framework is monthly payment affordability, not purchase price multiples.

The 28/36 Rule: A More Useful Framework

Lenders use the "28/36 rule" as a guide:

  • โœ“Housing costs (PITI: principal, interest, taxes, insurance) should not exceed 28% of gross monthly income
  • โœ“Total debt (housing + car payments + student loans + credit cards) should not exceed 36% of gross monthly income

In practice, many lenders stretch these limits โ€” FHA allows up to 43% total DTI, VA evaluates residual income rather than strict DTI limits. But the 28/36 rule is a reasonable target for financial comfort.

Real Kitsap Affordability Examples by Income

Assuming 7% interest rate, 10% down payment, $250/month taxes+insurance estimate.

Household income: $60,000/year ($5,000/month)

  • โœ“Max comfortable housing payment (28%): $1,400/month
  • โœ“Affordable purchase price: ~$195,000โ€“$215,000
  • โœ“Reality in Kitsap: Limited to condos, manufactured homes, or significant fixer-uppers. Port Orchard and Bremerton have some options. Down payment assistance programs like WSHFC Home Advantage are essential here.

Household income: $80,000/year ($6,667/month)

  • โœ“Max comfortable housing payment (28%): $1,867/month
  • โœ“Affordable purchase price: ~$270,000โ€“$295,000
  • โœ“Reality in Kitsap: Bremerton starter homes in West Bremerton or South Bremerton. Look at FHA with 3.5% down.

Household income: $100,000/year ($8,333/month)

  • โœ“Max comfortable housing payment (28%): $2,333/month
  • โœ“Affordable purchase price: ~$340,000โ€“$370,000
  • โœ“Reality in Kitsap: Solid 3-bedroom homes in Bremerton, entry-level Port Orchard, or condos in Silverdale.

Household income: $120,000/year ($10,000/month)

  • โœ“Max comfortable housing payment (28%): $2,800/month
  • โœ“Affordable purchase price: ~$415,000โ€“$450,000
  • โœ“Reality in Kitsap: Good selection in Port Orchard and East Bremerton. Entry-level Silverdale. VA loan if eligible changes this calculation significantly.

Household income: $150,000/year ($12,500/month)

  • โœ“Max comfortable housing payment (28%): $3,500/month
  • โœ“Affordable purchase price: ~$530,000โ€“$575,000
  • โœ“Reality in Kitsap: Most of Silverdale and Port Orchard. Entry-level Poulsbo. Strong purchasing power.

Household income: $180,000/year ($15,000/month)

  • โœ“Max comfortable housing payment (28%): $4,200/month
  • โœ“Affordable purchase price: ~$640,000โ€“$690,000
  • โœ“Reality in Kitsap: Poulsbo, Kingston, nicer Silverdale. Entry-level Bainbridge Island. Full market access.

What VA Loan Does to These Numbers

For eligible veterans, the VA loan changes the affordability equation in two ways:

  1. Zero down payment means you don't need 10โ€“20% saved
  2. No PMI saves $150โ€“$250/month on most Kitsap purchase prices

A veteran household earning $100,000/year using a VA loan can effectively afford $380,000โ€“$420,000 โ€” nearly matching the conventional buyer at $120,000/year.

The Honest Advice: Don't Max Out

Lenders will often tell you what you can borrow. I'm going to tell you what's comfortable.

Life happens. Jobs change. Kids arrive. Cars break. If you're spending 40%+ of your gross income on housing, you have no cushion. A modest market correction or a job disruption becomes a financial crisis.

My recommendation: target 25โ€“30% of gross income for housing. Leave room for life.

For many Kitsap buyers, this means starting in Bremerton or Port Orchard and moving up as income grows โ€” which is a genuinely great strategy in markets where those cities are appreciating fast.
